The Harbour

Orange Coast College

Coast Mesa, California


The Harbour provides an enriching on-campus experience for its residents, as well as a vibrant center in which the Orange Coast College (OCC) student body can connect and learn. The property is built to exceed Title 24 requirements, including high efficiency mechanical systems, low maintenance landscaping, and maximizes the use of shaded outdoor activity space. Roof-mounted withholding tanks will provide a thermal water heater system. 


The project site is on campus land, structured around a ground lease to a not-for-profit organization, allowing for tax-exempt debt financing with no recourse to OCC, the district, or taxpayers. Between the residential community’s smart design and low-cost financing, on campus residents enjoy rates lower than rents in the tight Costa Mesa housing market.
