Servitas proposes a workforce-focused, multi-family rental community that directly aligns with Mountain Line’s objectives: maximizing workforce affordability, optimizing density, and delivering a financially viable, long-term housing solution under a public-private partnership (P3) model. The intended programming responds to the pressing housing needs identified in Flagstaff’s 10-Year Housing Plan, with special emphasis on serving the “missing middle”—households earning too much to qualify for low-income housing but too little for market-rate options.
